Rule changes coming to block/charge call, monitor reviews, elbows

With scoring in college basketball hitting new lows every year, it was clear something had to change in order to open up the game.The NCAA Men's Basketball Rules Committee clearly had that in mind when it voted on proposed rules this week. Major change could be coming to the block/charge call, as the committee has proposed several tweaks to the rule. The committee also wants more consistency regarding hand-checking and players cutting off the ball.
