Bethel to File HIPAA Complaint regarding Willingham’s research

UNC learning specialist Bradley Bethel says he believes Mary Willingham’s research and subsequent application violates the Family Education Rights and Privacy Act (FERPA) as well as The Health Insurance Portability and Accountability Act (HIPAA). He says he plans to compose a report about these potential violations. “I will be filing a thorough report on these potential HIPAA violations with The US Department of Health and Human Services.” (Chapelboro.com)
