Allowing summer instruction is win-win for college basketball

In some ways, it didn’t seem possible it could take 10 years for the NCAA membership to address the folly of the rule that prohibited basketball coaches from working with their athletes during the summer months. In other ways, it didn’t seem the rule ever would change.
