Music City Bowl finish prompts passage of "Dooley Rule"

The NCAA has enacted what is being called the "Dooley rule" to allow for a 10 second clock runoff for a penalty in the final minute of either half of play. The rule was one of several the NCAA's Football Rules Committee had submitted to the Playing Rules Oversight Panel earlier in the year. Tennessee's Music City Bowl game with North Carolina came down to the final seconds. (WBIR.com)
